The Sacrament of Matrimony celebrates the Lord's blessing of the public vows of a couple free to make a life-commitment of themselves to each other according to Church discipline and rules in the presence of a Catholic priest or deacon who represents the community pledging their support.
Baptized Catholics often celebrate their commitment in the context of the Holy Eucharist (Mass). Baptized Catholics marrying someone baptized in another Christian Church usually have a wedding ceremony without full Mass; although such a marriage is still a "Sacrament," generally they would not have Communion.
A Catholic may also marry a Jew or Muslim or non-baptised person of any background in a cermony. Although valid in the eyes of the Church and civil society, it would not be a "Sacrament" because a Sacramental marriage requires two baptized Christians.
